yes sir, well said....

When families concerned asked the Labour Dept in Burma about the suspension of BLL, they replied that the law would be remain intact but not to be implemented for the time being. They also said that withdrawal of law would be impossible in Burma and it must be understood as understatement.

Now you all could see the clearer picture. UNDERSTATEMENT.... May be still some people could remember the Burma Private Tuition Law announced back in 1980s. The law restricted the teachers of private or public sector to practise tuition beyond the charge of 10 kyats per month fee from student and 40 students per session in the class room. Government staff are not allowed to pratice private tuition and all the private school must be registered under the law.

The outcome of the law was at that time very much discouraging. Some of the private teachers went for differnet business practise such as opeing coffee shop or renting out their class room to restaurant. Some went for Private Tuition of Inner Circle charging the students more that thousand time than legal limit, so called (Wine) in burmese. Some government teachers gave up teaching tuition and chose their living by selling off their exam question to the black market and black students. Therefore the Burma Tuition Law became an understatement since then.

Until now, the burma tuition law still intact and never being withdrawn legally and current private school such as computer center, education center and childcare center are registered under the Burma private commercial & company law as a business organization but not as a private school to avoid from being charged under the Burma Private Tuition Law. We could say

UNDERSTATEMENT.

So here is another understatement of the law and still we could expect another wayout or hideout of it as we used to do before.
